Arizona Enacts Legislation to Plan for and Establish Legal Guidelines to Support AAM
The Grand Canyon State gears up for AAM

Beginning September 26, 2025, Arizona Senate Bill (S.B.) 1307 takes effect, laying the groundwork for the impending revolution in air travel and transportation that is advanced air mobility (AAM).
The bill’s predominant features include:
- Dedicated liaison — Arizona’s Department of Transportation (ADOT) will appoint an Advanced Air Mobility Specialist whose job it will be to assist local governments and regional agencies to plan for, zone, and establish permitting regulations.
- Educational resources — The Arizona Commerce Authority will produce technical materials and guides to assist communities comprehend the advantages of electric-powered aircraft and how to integrate them in the future.
- Statewide planning — The ADOT must incorporate vertiports and charging stations into its statewide aviation plans.
- Uniform standards — Local governments cannot create conflicting rules for aircraft operations so as to ensure consistent regulations statewide.
Putting these plans, guidelines, and regulations in place meshes nicely with U.S. president Donald Trump’s June 6, 2025, Executive Order, “Unleashing American Drone Dominance,” which launched the eVTOL Integration Pilot Program (eIPP).
The eIPP is a three-year initiative designed to accelerate the safe rollout of advanced aircraft in U.S. airspace and gather operational data to shape long-term rules.
